It is my understanding that LA's are obliged to adopt 'best practice' within their'duty of care' so what have WBC done to insure funding beyond the 10 year HLS contractual cycle?

European funding is IMPOSSIBLE to guarantee within the current grave and worsening financial climate but WBC are initiating action which will become a liability to local Council Tax payers after just on decade OR have to be abandoned leaving our environment degraded through meddling.

The nub of this is WBC's stewardship and what 25/50 year vision plan they have for land under their influence.

In a 'nutshell' if local people believe that HLS may become a direct financial burden LA's may receive pressure they could not resist,
